(1) In order to protect, promote and fulfill the right pursuant to this Act in the Provincial level, a Provincial Food Council shall be formed in each Province, under the chairpersonship of the Minister who looks after the matters of agriculture.
(2) Other matters relating to the Provincial Food Council shall be as determined by the Provincial Government.
